A new pathway to permanent residence is established for individuals who were previously under protective care as minors.

On January 23, 2024, in Ottawa, it was acknowledged that a segment of individuals who arrived in Canada as minors under child protection services never acquired permanent residence or citizenship during their custody. Consequently, these vulnerable individuals, who lack status or may have lost it, are facing the risk of deportation to their country of origin. Despite having resided in Canada for an extended period, many of them have minimal ties to their birth country and may not be fluent in its language.

In response to this situation, Canada is committed to ensuring equitable access to its immigration system. Immigration, Refugees, and Citizenship Canada have introduced a public policy aimed at establishing a permanent residence pathway for those who arrived in Canada as minors, were placed in protective care, and did not obtain permanent residence or citizenship. This public policy is effective until January 21, 2027.

Building upon measures implemented in fall 2023, eligible individuals who were previously in child protection services could apply for a temporary resident permit (TRP) and a work or study permit as of September 29, 2023. The TRP grants temporary resident status, reducing the risk of removal. Those eligible for the TRP are now eligible to apply for permanent residence through this newly established pathway.
